哪些化妝品需要做CPNP？
Cosmetic product’ means any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours.

根據歐盟法規定義，化妝品是用于人體外部任何部位(皮膚、毛發、指甲、口唇、和外陰部)或牙齒及口腔粘膜的物質(substance)或混合物(mixture)，主要起到清潔、香化或保護作用，以達到保護良好狀況、美容或消除體臭的目的。紋身(Tattoo)，化妝品布料(Cosmetic Textile)也屬于該法規管理，但是如果假發、假睫毛和假指甲不屬于化妝品法規管理，但是使用的膠水則屬于化妝品的定義。
做CPNP需要提供哪些資料？
常規化妝品CPNP通報所需提供信息：
（1）歐盟責任人信息及聯系人信息；
（2）化妝品品牌/名稱及產品詳細配方；
（3）產品標簽照片；
（4）包裝的照片；
（5）原產國(從哪里進口至EEA)；
（6）將要銷售的成員國市場。
